According to local reports, the crowd surge and crush occurred in Seoul’s capital. It was believed that as many as 15,000 people went to Halloween in Seoul. They clogged the narrow streets and alleyways.
President Yoon Suk-yeol declared Sunday a national mourning period, stating that the government would cover the medical care for those injured and the funerals for those who have died.
